Biography: Robert B. Chapman has more then 20 years' of large system development and consulting experience, and has worked in every kind of outsourcing environment. He is the founder of the Institute of Advanced Development Strategies, Inc., of Aliso Viejo, California, an organization that investigates the reasons MIS performance deteriorates over time.

Kathleen R. Andrade is a project manager for a major utility company where she is currently responsible for rebuilding management and software processes for her division. She has more than 13 years' experience in data processing. Both authors live in Aliso Viejo, California.
